The original intent was to present this to those who have accepted Jesus as their Lord and saviour - Christians. However, the Holy Spirit Himself has instructed us to put this out there for everybody. The steps involved in the process invoke the authority and name of Jesus and therefore will work. If you are a non-believer then perhaps God will reveal Himself through the process in a very real way so that you may believe.
